Vietnam releases the latest solar energy policy!

Aug 05, 2024

The Government Office of Vietnam has recently issued Notice No. 356/TB-VPCP dated July 30, 2024, summarizing the conclusions of Deputy Prime Minister Tran Hong Ha on the formulation and promulgation of a decree stipulating incentive mechanisms and policies for self-production and self-development.

Formulate a decree to develop self-produced rooftop solar energy and ensure feasibility

The announcement confirms that the formulation of mechanisms and policies to encourage the development of self-produced rooftop solar energy is a very important policy to mobilize social resources to promote the development of renewable energy and meet the economic expectations of the people.

In order to speed up the advancement of the decree, ensure the quality, feasibility, applicability, and effectiveness when it is issued and implemented, absolutely leave no loopholes, do not exploit policy loopholes, and create an opportunity offer mechanism, Deputy Prime Minister Tran Hong Ha proposed that the Ministry of Industry and Trade improve the concept of "self-production and self-use" of rooftop solar energy; increase the proportion of electricity sales, and clarify the meaning of self-produced and self-used solar power generation. Among them, the power generation accounts for 90% of the total capacity, and the proportion sold to the national grid does not exceed 10%.

At the same time, according to the characteristics of each region, according to the actual power supply situation and power supply structure, formulate corresponding policies to encourage and mobilize solar power generation.

Based on this, we study and calculate reasonable and scientific bases, regulate the proportion of surplus electricity to the grid, allow the northern region to access the grid at a ratio of 20% of the total capacity; the central and southern regions can sell 10% of the total capacity to the grid. It is determined that the voltage capacity structure of solar rooftops in the northern region needs to be given priority over other regions (because the mobilization rate in the northern region is still low, and high loads can be mobilized at a higher rate).
